Canada Small Business Financing Program

This Quebec program assists businesses with attaining loans up to $250,000. The usiness must be starting up or operating in Canada and have under a $5 million estimated gross revenue. The Quebec loans can be used for purchase and improvement of property, the purchase or improvement of needed equipment, or the registry fee. It cannot be used to purchase shares in an enterprise, create working capital, pay off a loan, purchase real estate to resell, or purchase real estate for rent. Loans can cover up to 90% of the cost of the asset, and lenders must take a security on the asset. Loans are repaid within 10 years using monthly installments. Canadian Industries Program

This Quebec program works with the apparel and textile companies. Its objective is to apply new technologies, strengthen market strategies, identify new markets, and diversify products. To be eligible, you must be in the apparel and textile manufacturing and be working on studies that lead to new innovations, the implementation of these studies, or developing strategic business plans. Contributions can cover as much as 50% of eligible costs and total up to $100,000.

Canadian Television Fund

This fund helps to improve the amount and the quality of Canadian programming. A non-profit corporation, its objective is to increase the quality of the programming, improve the ability to produce programs, increase the presence of Canadian programs and films, and to create employment. A total of $200 million is available annually, and applicants can apply through the License Fee Program or the Equity Investment Program.

The License Fee Program uses industry-oriented criteria to create programming and offers funding on a first-come, first-served basis. The Equity Investment Program funds culturally significant programming and chooses projects that will improve the genre to all audiences.

Cultural Industries Development Fund

This Quebec fund was designed to enrich Canada’s cultural heritage. To qualify, you must be involved in book or magazine publishing, sound recording and music publishing, film and video production, or multimedia production. Your business must also be at least 75% owned and controlled by Canadian interests, have been operating for at least two years, have gross revenues of over $200,000, and have financial resources to meet their obligations. Quebec loans range in amounts of $20,000 up to $250,000.

Defense Industrial Research Program

This Quebec program is designed to strengthen and support the Canadian Defense Industrial Base by providing financial and scientific support. Its objective is to stimulate research by providing up to 50% of eligible project costs with a limit of $500,000 per project. It supports compliant projects that are selected on technical merit, defense relevance, and promise.

Applicants must show that they are establishing or maintaining the capability of the industry relating to defense, are complementing an existing project, resulting in improved material or techniques, or providing data for international exchange. The Quebec company must also be able to fund its share of the cost, is not wholly dependent on the DIR for existence, cannot have more than 75% of the total value of the project funded by DIR and other government programs, and should demonstrate a management structure the promotes future viability.

Development Information Program

This Quebec program helps applicants that work in broadcast, electronic media, print, and other communication vehicles. The initiatives must be targeted at Canadian audiences and must have a request for proposals. It is designed to encourage the international development of issues. It offers three main program components, including co-productions, co-publications, and media awareness.

Export Guarantee Program

This Quebec program is designed to give businesses that work in export-related activities and foreign investments the financing that they need. It guarantees loans for work in progress, working capital, to purchase equipment, and for making foreign investments. Coverage ranges from 75-100% and up to $10 million dollars. To qualify, you must participate in export-related activities or foreign investments and have a financial institution that is willing to give you credit.

Industrial Cooperation Program

This Quebec program is designed to offer support to Canadian businesses and reduces the risks to firms by sharing the costs. The program is designed to share costs during the study stage and reduce the costs of development during the implementation stage. It is also designed to share the costs during the studies and contribute to the reduction of costs during training and enhancements.

The Central and Eastern Europe Program is designed to increase trade and investment between Canada and Central and Eastern Europe by reducing the costs of entering the market there.

The Business Partnership Viability Studies help Canadian companies who are interested in a joint venture with a European company and want to investigate the opportunity. The program will cover up to 50% of certain costs to a maximum total of $100,000. This includes financial evaluation and research, site evaluations and surveys, and market studies.

The Joint Venture/Licensing Agreement Implementation can assist with bringing a joint venture into operation, with a maximum contribution of $200,000. Most activities are cost-shared with a 50/50 split. Activities that qualify for Quebec funding include training employees, developing accounting software, and creating a business plan.

To be eligible, you must have been in business for a minimum of three years with sales of over $1 million for the past two. You must have a proven track record in your field and have identified a specific partner and project. You must also be able to assume your share of the costs.

Mass Media Initiative

This Quebec program supports television, radio, print, and other media projects that promote public awareness of international development and cooperation issues. To qualify, your proposal should offer a new approach to issues with an emphasis on the story, give a voice to local communities, include Canadian participation throughout the world, encourage an in-depth analysis of relevant global issues, bring together multiple partners, or reach the largest Canadian audience possible.

Opportunities Fund for Persons with Disabilities

This Quebec fund is designed to assist people with disabilities so that they can obtain employment. Activities include assisting with the startup of a new business, helping to increase employment skills, and assisting with integration into the workplace. The fund can assist with living expenses, costs of specialized equipment, care and transportation, and tuition cost. To be eligible, you must have a permanent disability that limits your daily activity, unemployed and seeking employment, legally able to work, and require assistance to gain employment.

Security Compliance Loan

This loan allows your Quebec company to make upgrades to meet U.S. border security requirements. Meeting these requirements can shorten border clearance times. Loans are given up to $150,000 and can cover as much as 85% of the costs to upgrade. Loans are generally repayable within three years. To qualify, you must have been in operation for at least three years and agree to work with an approved advisory service that will perform a security gap analysis. There is also an interest rate on this loan.

Skills Link

This is a non-repayable Quebec fund granted by the Human Resources and Skills Development Canada. It is designed to help youth to develop skills and work experience. Employers work with the employees to help them to gain skills that will maximize their employment potential. The employers will then receive a wage subsidy in the amount of 75% or up to $15,000 for a period of up to one year.

To be eligible to participate, the person must be between the ages of 15 and 30 and need assistance to overcome employment barriers. They must also be either a citizen, permanent resident, or under refugee protection, finished with school, and legally able to work. The worker cannot be receiving employment insurance benefits. Recipients of the grant can be business, band/tribal councils, crown corporations, municipal governments, and public health and educational institutions.

The Quebec employer should contact their local Human Resource Centre of Canada to apply.

Target Wage Subsidy Program

This program is a non-repayable grant given to employers that will hire people on HRSDC. The Quebec employer can receive a subsidy of the hourly wage for up to 78 weeks. The employer pays the wages first, and then the department will reimburse them with a monthly check.
